Text of the letter

Dear Sir, You know that I have truly become a party to the miserable expropriations of Paraná. I would only like to point out that it is necessary to avoid concerns about the relative environment, as may happen with the choices of Dr. Tertuliano. Dom Pedro II. Rio, August 31, 1880.

Envelope text

To Mr. Barrão Homem de Mello and illustrious and venerable ally of the Empire's affairs

The mention of the “miserly expropriated people of Paraná” in 1880 probably refers to a context of land expropriation in the state of Paraná during the late 19th century. Land expropriation was a sensitive topic in Brazil at that time, especially due to agricultural expansion and land reorganization. Expropriation often involved the removal of land from small landowners or traditional communities to make way for large farms or infrastructure projects such as railways and roads. The term “miserly expropriations” suggests that these expropriations severely affected people in conditions of extreme poverty, who were forced to abandon their properties without fair compensation. Dr. Tertuliano may have been a figure involved in the expropriation process.

Baron Homem de Melo, the recipient of the letter, was an important Brazilian politician and public administrator during the Second Reign of Dom Pedro II. He held prominent positions as president of the provinces of São Paulo, Santa Catarina and Rio Grande do Sul, playing a central role in the implementation of imperial policies and the administrative modernization of these regions. A loyal defender of the monarchy, he was awarded the title of Baron in recognition of his services to the Empire, being a trusted figure of the emperor and contributing to the stability and development of Brazil during the imperial period. The envelope confirms this status: illustrious and venerable ally of the Empire's affairs.

In addition to the association between two of the Empire's main figures, this letter suggests that the emperor was aware of the possible negative consequences of the choices made in the context of the expropriations and recommended caution. Dom Pedro II's concern reflects his desire to always avoid conflict and maintain stability during a potentially sensitive and conflictual process. Also interesting is the envelope, something very rare for letters from Dom Pedro II, especially since it was handwritten by his mother and had the imperial seal almost intact.
