Between 1932 and 1945, Villa-Lobos played a central role in implementing public policies for music education in Brazil. He was appointed director of the Superintendence of Music and Artistic Education (SEMA) in Rio de Janeiro during the government of Getúlio Vargas. In this position, he led projects focused on music education in public schools, with the aim of integrating music into the school curriculum as a tool for civic and cultural development. One of his most notable actions was the training of teachers capable of teaching music in schools, democratizing access to musical learning.
Villa-Lobos was not only an internationally renowned composer, but also a visionary who saw music as an instrument of social and cultural transformation. He was a pioneer in institutionalizing music education in Brazil, arguing that music should be part of the school curriculum to educate citizens who are more sensitive and aware of a national musical identity.
